A large investment bank is required by law to power down and power up all of its computer networks and systems once every five years in Hong Kong, however, if the organisation has regional offices in the US, then all of its worldwide office buildings and data centres must enact this regulation (the Sarbanes Oxley Act) once a year.
To reach the stage where you can power down without affecting the systems typically takes about 13 hours, after weeks or months of planning. The actual power down lasts 20 hours, and powering up takes about 14 hours as this is generally the stage where problems can emerge as you test the applications, electrical equipment and uninterruptible power supplies (UPS) to determine whether they are functioning properly again.
